He was trained in history, administration, languages, computer science, and so on, as befit his station.
When he was 28, the Romulans invaded. At a meeting of the remaining Risada and their servants, his parents and brother, and all the remaining Risada, were killed when the Romulans used sonic bomb. Li lost both legs, a lung, several other internal organs, and both arms and most of one shoulder. Most of the bones in his torso had been turned to brittle, lifeless sticks. For some unknown reason, his head, heart and other lung had been untouched, and he lived.
He got off-planet and made his way into Federation space and, eventually, to Earth. There, he got into Starfleet Academy at 29, passing the entrance exams with flying colours.
He graduated in 3 years, mostly because he had to master Federation Standard English while he was there. His degree is in Ship's Operations.
He served on the USS DVORAK for two years and then transferred to the USS MANDALA, where he served for 4. His career has been steady, but without major incidents or need for heroics.
He was transferred to the USS CALYPSO as the Operations Officer. While on their first mission, some alien insects attacked the ship, rendering most of the Bridge crew and command staff, including the Captain and First Officer, unconscious. Li took over commanded and the CALYPSO defeated the aliens. However, the bugs sting was very toxic and had done major nerve damage to those they had stung.
Starfleet promoted him from Lieutenant Commander to Captain in one fell swoop and gave him the command of the CALYPSO (along with a number of replacements for their losses).
They have been ruled for years by a theocracy called the Risada. The Risada ran the whole planet, were the priests of their religion and are more intelligent and psionic than the population in general. They have a racial memory, unlike the general population. Any child of a Risada member is also Risada upon reaching the age of majority. It was never a terribly hierarchical system-- no member of the Risada is above another-- but because of their natural empathy and telepathy, it worked. They simply would debate until it became obvious what the majority opinion was, and that was done.
Li's parents, Tirala Polsek (mother) and Anen Yaen (father) were both members of the Risada.
He was trained intensely in all the arts a Risada must know, a broad list of subjects for a theocracy of generalists-- how to properly control his telepathy, administration, diplomacy, strategy and tactics, some astrogation and flight control, hand-to-hand combat, hand weapons, ship's weapons, first aid, biology, xenobiology, languages, a smattering of engineering, computer science, psychology and sociology, history, and so on. Risada rarely have a childhood to speak of, and Li was no exception.
When he reached the age of majority, he joined Mirael Retris. There is no legal marriage on Tahnekk. On first sexual joining, an unbreakable psionic bond forms between the lovers and so there is no need of legal paperwork or ceremony. Additionally, unless one of the lovers is sterile, the woman conceives. The Tahnekko have experimented with birth control to prevent this inevitability, but the psionic bond and conception are too closely intertwined. Few Tahnekko are interested in the physical pleasure without the psionic contact.
So, ten months after becoming joined, Mirael and Li had a baby girl, Anala Retris.
Two years later, the Romulans invaded. The Tahnekko had little chance against them and soon the Romulans began exterminating all members of the Risada, to demoralise the populace. The Tahnekko rallied, trying to save their holy men and women from extermination, but the Romulan juggernaut moved on.
The remaining Risada met together in secret to debate and to pray. It was here that a most horrible Romulan weapon was used. A sonic bomb, emitting a high pitched wave that turned bone to shards, skin to jelly, came crashing into the meeting.
He came to in an 'abandoned' hospital. He knew his parents, wife, daughter, and all other members of the Risada had been killed. He could no longer feel any of their presences. He was the last Risada. He had lost both legs, a lung, several other internal organs, and both arms and most of one shoulder. To save him, the Tahnekko changed his name, modified his appearance (they actually improved it somewhat, though they made him look 8 or 9 years older), forged a false identity, replaced the lost organs and limbs with cybernetics-- they couldn't afford to clone them all-- and made plans to sneak him off-planet. He could continue to lead them if he had a bond to a lover on-planet.
When he had recovered, he took Kalen Garit, a man two years his junior, as a lover. While Li is not especially bi in orientation, he chose a male lover because he didn't want to leave a wife and child as a target for the Romulans.
He was gotten off-planet and made his way into Federation space and, eventually, to Earth. There, he got into Starfleet Academy at 21, passing the entrance exams with flying colours.
He studied hard and did well, all the while keeping the morale of his people up through his contact with Kalen. He graduated in 3 years, mostly because he had to master Federation Standard English while he was there. His degree is in Ship's Operations.
The Tahnekko are not actively rebelling and the Romulans feel they have them thoroughly demoralised. Li is burdened with the knowledge that the well-being of his people rests with him and that he alone must carry on the Risada line.
His true name, status within his society and history aren't known to Starfleet. He is merely Lihuan Pellek, a fugitive from a conquered people. Because of his intensive training as a Risada, Li has been able to pull off the older "official" age that he is using.
He has never been back to his home planet or seen his bonded lover, Kalen Garit, since leaving. He leads his people purely through his contact with Kalen.
