Administrative Policy Writing
Many of these agency hearings are held at the State Office
of Administrative Hearings here in Austin.
The State Office of Administrative Hearings (SOAH) was
created in 1991 as an independent agency to manage and
for most licensing agencies and
other state agencies.
In other words, SOAH is like a court system for state
agencies where contested case hearings are treated like
civil trials: evidence, attorneys, and witnesses.
A hearing at SOAH is presided over by an Administrative
Law Judge (ALJ).
There is no jury.
